Open Project Fund Application Guide (2022)
1. Overview
Key Laboratory of Smart Manufacturing in Energy Chemical Process Ministry of Education (hereinafter referred to as the Laboratory) is established based on its purpose to carry out applied basic research. To meet national medium and long-term science and technology development plan, national and regional economic needs, and discipline development requirements and give full play to the interdisciplinary characteristics of chemical engineering, automatic control and computer applications, the Laboratory is responsible to carry out theoretical and applied research, focusing on key scientific and technical issues in the smart manufacturing of energy chemical processes.
The Laboratory has set up an Open Project Research Fund to provide research funding for domestic and overseas researchers in the field of smart manufacturing in energy, chemical process and other related fields. The research topic submitted for application should be in line with the research directions of the Laboratory. Open Project Fund will prioritize: pre-research projects with novel, pioneering, and creative academic ideas; topics that meet national needs and have application prospects; and integrated innovation topics that are multi-disciplinary, internationally advanced or domestically leading.

Solving complex constraints and high-dimensional engineering optimization problems
Robust optimization of planning and scheduling under uncertain conditions
Intelligent Sensing and Cooperative Control of Network systems
Collaborativecontrol and optimization of multi-agent systems
Smart perception and characteristic signal processing
Control theory of uncertain dynamic system with limited information
Safety Environment Footprint Monitoring and Traceability Diagnosis
Information security defense of industrial control system
Monitoring of multi-modal dynamic system process
Chemical process risk quantification and traceability diagnosis
3. Candidates and Application Conditions
1. Candidate shall not be a member of this Laboratory and must be working at universities or scientific research institutions as a researcher on basic theoretical and applied research;
2. Candidate who has a Senior Professional Title, or who is working at post-doctorate station, or who has been engaging in the research of control theory, control engineering, optimization technology and other related fields, is eligible for applying for this research fund. Candidate with Intermediate Professional Title who applies for this fund shall get a recommendation from a peer researcher who has Senior Professional Title;
3. Candidate’s proposed topic must comply with the prescribed guidelines of the Open Fund Project, which shall feature novel academic ideas, sufficient basis for argumentation, clear research goals, concreate research content, and reasonable technical routes;
4. Application and Approval Procedures
1. The 2022 Open Project Fund application starts from November 1, 2021 to December 31, 2021;
2. Candidate shall download the Open Research Project Fund Application Form from the Laboratory website (http://smecp-lab.ecust.edu.cn) and fill in according to the prescribed format in triplicate (all originals), and send to the Laboratory. At the same time, the candidate shall send the digital version of the application to the Laboratory contact email, acocp-lab@ecust.edu.cn;
3. Each application topic will be reviewed by more than three experts. The Laboratory director will summarize the review opinions and submit the report to the Laboratory Academic Committee. The Academic Committee will judge the application and make the decision based on merit.
4. For topics approved, the Laboratory will issue an Approval Notice and Research Plan Sheet to the candidate. After receiving the detailed research plan from the candidate, The Laboratory director will organize a review and approve the plan officially as the open research project of the Laboratory
5. Project Management
1. The implementation period of the Open Project is generally two years;
2. Each approved Open Fund Project must submit an Open Fund Project Progress Report to the Laboratory in the middle of the two years and an Open Fund Project Completion Report within three months after the end of the project;
3. During the project implementation, if the project needs to be rescheduled or delayed, the project needs to submit a written application to the Laboratory 3 months in advance. It can continue its implementation after the new plan is approved by the Laboratory’s Academic Committee and the Director of the Laboratory;
4. The research output of each Open Fund Project shall specify this Laboratory is the No.1 Completion Organization or No.2 Completion Organization; and any output and thesis produced shall bear the name of this Laboratory as follows:

6. Fund Management
1. For each approved project, the amount of funding is 20,000 to 40,000 RMB. The term for each project shall generally be no more than 2 years, and the funding will be earmarked on an annual basis and calculated separately for each independent project;
2. In principle, the funding shall only be used to cover the cost of literature and materials, experimental materials, testing cost, travel expenses, and thesis type setting cost incurred during the project research and shall not be withdrawn as labor pay or remuneration;
3. Candidate shall reasonably arrange and control the use of research funding in accordance with the work plan within the scope of the Laboratory’s Finance System. If the funding is unreasonably used or used in a way that is not for the purpose of completing the project tasks, the Laboratory Director reserves the right to adjust or stop the allocation of funding.
